1. Scope
This Website Privacy Policy applies to www.regencydentalgroup.com (the "Site"), operated by Regency Dental Group, Office of Dr. Lance C. Carter, DDS ("we," "us," or "our"), located at 1001 Nut Tree Road, Suite 230, Vacaville, California 95687. It describes our practices for information collected through the Site only. Protected health information that we create or receive as a healthcare provider is governed separately by our Notice of Privacy Practices, the Health Insurance Portability and Accountability Act (HIPAA), and the California Confidentiality of Medical Information Act (CMIA).
2. What we collect
Information you provide. If you contact us by phone or email, or submit an appointment request through a form on the Site, we receive the information you choose to give us, such as your name, phone number, email address, preferred appointment times, and any message you include. We ask you not to include detailed health information in website forms or email; we will collect clinical information by phone or in person.
Information collected automatically. Our web host, Cloudflare, processes standard server log data needed to deliver the Site and protect it from abuse, including IP address, browser type, requested pages, and timestamps. Cloudflare's processing is described in its own privacy policy. We do not use this log data to build profiles of visitors.
Preferences stored in your browser. The Site stores two small preference records in your browser's local storage: your accessibility settings (such as text size and contrast) and your privacy choices. These are stored on your device only, are not transmitted to us, and can be cleared at any time through your browser settings or the "Reset all settings" button in the accessibility panel.
3. Cookies and tracking technologies
The Site does not use advertising cookies, analytics cookies, tracking pixels, session-replay tools, or cross-site tracking of any kind. We do not use Google Analytics, Meta Pixel, or similar technologies. We do not sell or share personal information for cross-context behavioral advertising.
If we ever introduce analytics, it will be off by default, enabled only with your affirmative consent through the "Your Privacy Choices" control, never enabled when your browser sends a Global Privacy Control signal, and never enabled on pages that describe specific treatments, symptoms, or appointment booking, because those pages could reveal your health interests.
4. Optional third-party services
Some features of the Site are provided by third parties and load only when you choose to use them. When they load, the third party receives your IP address and standard browser information under its own privacy policy.
- Embedded videos (YouTube). Blog posts and the reviews page may include videos hosted by YouTube. We use a click-to-play placeholder and YouTube's privacy-enhanced mode (youtube-nocookie.com). Nothing loads from YouTube until you press play.
- Interactive map (OpenStreetMap). The contact page offers an interactive map that loads map tiles from OpenStreetMap when you click "Load interactive map."
- Appointment request form (Jotform). When enabled, our online appointment request form is provided by Jotform under a HIPAA business associate agreement and is served from Jotform's servers.
- Web hosting and security (Cloudflare). Cloudflare delivers the Site and protects it from attacks.
You can control embedded videos and the map through the "Cookie & Privacy Settings" link in the footer. Choosing "Essential only" keeps every optional feature click-to-load.
5. How we use information
We use information you submit to respond to you, schedule and confirm appointments, verify insurance benefits when you ask us to, and communicate about your care. We use server log data to operate, secure, and troubleshoot the Site. We do not use Site information for advertising.
6. How we share information
We share information only with service providers who help us operate the Site and our practice (such as our web host, our form vendor, and our website agency), each of whom is contractually limited to using the information for the services they provide to us; when required by law, subpoena, or court order; to protect the rights, property, or safety of our patients, our practice, or others; and with your direction or consent. We do not sell personal information, and we do not share it for cross-context behavioral advertising.
7. Your California privacy rights
Regency Dental Group is a small healthcare practice. We do not believe we meet the thresholds that would make us a "business" subject to the California Consumer Privacy Act as amended by the California Privacy Rights Act (CCPA/CPRA), and medical information governed by HIPAA and the CMIA is exempt from those laws. We nonetheless honor the spirit of those laws: you may request to know what personal information we hold about you from the Site, request that we delete it, and request that we correct it, subject to our legal obligations to retain records. We will not discriminate against you for exercising these rights. To make a request, contact us using the details below. We may ask you to verify your identity before acting on a request.

8. Global Privacy Control
The Site detects the Global Privacy Control (GPC) browser signal. When we detect it, we treat it as a valid request to opt out of any sale or sharing of personal information and we disable any optional feature that would otherwise be enabled by consent. You can see whether we detected a GPC signal in the "Your Privacy Choices" panel.
9. Security
The Site is served over HTTPS with a strict content security policy, and our appointment form, when enabled, is transmitted over an encrypted connection to a vendor that has signed a HIPAA business associate agreement. No method of transmission over the internet is completely secure, and we cannot guarantee absolute security. Please do not send sensitive health information through the Site or by email.
10. Children
The Site is directed to adults. We do not knowingly collect personal information from children under 13 through the Site. Parents and guardians schedule care for minor patients by contacting us directly.
11. Changes to this policy
We may update this policy from time to time. The "Last updated" date at the top shows when it last changed. Material changes will be noted on this page.
